Payroll Manager – School District No 34 – Abbotsford, BC

DEFINITION AND ORGANIZATIONAL STATUS
Under the general direction of the Director of Finance, the incumbent performs leadership and direction relating to District payroll processes. The work involves supervising bargaining unit Payroll Clerks to accurately pay School District employees, ensuring compliance with collective agreements, ensuring compliance with legislative requirements and providing cost and accounting analysis related to payroll costs. The Payroll Manager participates in the development and design of Payroll systems/processes. Considerable contact is required with all District staff as well as outside agencies related to the compensation of District employees. Although work is performed under the guidance of the Director of Finance, there is considerable independence of action and judgment required in the day-to-day management of payroll services.

    TYPICAL DUTIES

Provide vision and leadership to the payroll department staff and to District Management with the objective of providing an efficient, cost effective payroll service to the District.

Plan, assign and supervise the work of the payroll department staff in the preparation and processing of School District payrolls.
Apply the interpretations of various collective agreement provisions. Interpret and apply legislative and regulatory requirement of payroll services. Ensure District compliance with all statutory, regulatory and Policy requirements.

Participate in the selection of new staff for the department; train and evaluate staff performance and carry of any necessary corrective disciplinary actions. May represent the District and provide support at the various steps of the collective agreement grievance procedures.

Provide costing and analytical support as required for collective bargaining and/or policy formulation.

Participate and/or lead in the development, design, adaptation and modifications of payroll systems to accommodate present and future requirements of the payroll process.

Prepare, coordinate, present and substantiate payroll costing and budget information as required in support of the preparation of the annual operating budget of the School District.

Develop departmental objectives in support of District strategic goals and objectives.

Actively participate in a coordinating role within the operations management group. Sit on committees as required and offer input in all matters concerning operations.

Maintain a working knowledge of established computer systems, procedures and practices related to this position.

Maintain confidentiality in all matters pertaining to the district and its operation.

Performs all related duties as may be assigned by the Director of Finance.

    QUALIFICATIONS AND REQUIREMENTS

The incumbent must have a minimum of three years management experience in a payroll supervisory capacity within a public sector, unionized environment or an equivalent combination. The incumbent should have substantial completion of the fourth level of a post-secondary processional accounting designation and/or completion of the CPM designation from the Canadian Payroll Association.

Ability to maintain confidentiality in all matters pertaining to the District and operations
Demonstrated ability to express ideas effectively both orally and in writing; experience in the preparation of formal reports, oral/written presentations and statistical analysis.
Superior personal computer skills and thorough knowledge of computerized payroll systems.
Thorough knowledge of the principles and practices of payroll calculation, accounting, internal control and audit.
Thorough knowledge of the legislation, regulations and procedures related to payroll calculation, source deductions and government reporting.
Demonstrated ability and experience working in a unionized work environment and experience working with multiple collective agreements.
Demonstrated ability to establish and maintain effective working relationships with a variety of internal and external contacts.
Demonstrated ability to supervise departmental staff, evaluate performance and to determine and carry out corrective/disciplinary action.
Demonstrated ability to evaluate, lead, coach/mentor and develop growth plans for departmental staff.
Demonstrated ability to exercise independent action in the performance of all duties.
Demonstrated ability to make reasoned decisions, commit oneself to a course of action and accept responsibility.
Demonstrated ability to recognize the sensitive nature and impact of potential solutions on the organization and seek input from senior management as required.
Demonstrated willingness and ability sensitive employee/labour relations situations and take the appropriate action.
