Purchasing Agent II – City of Terrace – Terrace, BC

The City of Terrace has a vacancy for an accountable, highly motivated, and collaborative individual to fill the position of Purchasing Agent II with our Public Works Department.  This position is responsible for the supervision and direction of the Purchasing/Warehousing function and the procurement of materials, supplies and services for the City of Terrace in accordance with our policies. This position also maintains the level of inventory required, the orderliness and cleanliness of the warehouse and yard, and inventory controls and levels.

DUTIES:

Provide efficient and effective procurement of authorized materials, supplies and services;
Maintain, operate and control the Purchasing/Warehousing function;
Direct and supervise the work of staff working directly under his/her jurisdiction;
Maintain inventory product master, complete with reorder quantities;
Be thoroughly familiar with Policies and Procedures of the purchasing/warehousing function, and make recommendations for changes, as required;
Maintain and reconcile inventory control records, maintain inventory levels, and coordinate inventory counts;
Complete stock issues and receive and check freight;
Responsible for the orderliness and cleanliness of warehouse and yard;
Prepare and maintain annual budgets for the Purchasing/Warehousing function;
Responsible for the accurate processing and recording of all purchases and issues within his/her jurisdiction;
Coordinate W.H.M.I.S. training for Public Works staff;
Responsible for petty cash purchases for Public Works;
Manage disposal of obsolete or surplus Municipal assets, and coordinate Sale by Tender and/or Garage Sale;
Liaise with RCMP on disposal of unclaimed properties;
Control the issuing of keys for City vehicles and buildings;
Process freight claims;
Perform heavy manual duties and operate material handling equipment (including, but not limited to forklift), as required;
Data entry, as required;
Other related duties, as required.

MINIMUM QUALIFICATIONS:

Certified Professional Purchaser/Supply Chain Management Professional, or equivalent;
Minimum of four years’ experience in warehousing/purchasing, preferably in a municipal environment;
Familiarity with municipal infrastructure parts, and automotive and heavy duty parts;
Demonstrated ability to reconcile accounts;
Computer experience, preferably in a Windows environment, with Word and Excel;
Demonstrated ability to operate material handling equipment (including, but not limited to, forklift);
Good physical condition and able to perform heavy manual labour;
Proficient in all aspects of dangerous goods handling and disposal;
Good working knowledge of WorkSafeBC Regulations, as relates to the work involved;
First Aid Training;
Ability to work independently and to accomplish tasks and assignments;
Ability to deal effectively with co-workers, suppliers and the public;
Good written and oral communication skills;
Valid Class 5 B.C. Drivers’ Licence.
