Nature of the Position
 
The District of Sechelt requires a Development Planner to analyse and process development applications, prepare reports and documents, and provide current planning advice to the public and other departments.

Duties of Position

Provides technical and professional review services
Compiles, analyses and interprets statistical, socio-economic and development data for input into planning policy reports and for evaluation of development plans.
Reviews development applications such as Development Permits, Development Variance Permits, and Rezoning and Subdivision applications for compliance with planning principles, planning policies and regulatory requirements, conducts site inspections, prepares reports and makes recommendations.
Checks calculations and prepares documents for sign off, such as preliminary layout approvals (PLAs), building permits, development permits, license agreements and letters of comfort.
Reviews covenants and other legal documents for completeness and accuracy.
Coordinates development review activities
Consults with senior governments, utilities and municipal departments to resolve issues in support of development applications.
Performs other related duties

Mandatory Competencies

Completion of an Undergraduate Degree in Planning or a related field
Minimum five years’ experience in a Planning position in Local Government
Valid Class 5 BC Driver’s Licence
Ability to compile, analyse and interpret statistical, socio-economic and development data, and mapping for input into planning policy reports and for evaluation of development proposals
Ability to coordinate with developers, District staff, outside agencies, utility companies, the Sechelt Fire Department, other governments and the public.
Ability to prepare and present written and visual reports on development applications to Committees, Council, Advisory Planning Commission, and the Board of Variance
Ability to receive and respond to inquiries regarding multifamily, commercial, industrial and institutional development
Ability to review and analyse development applications for: major and minor Development Permits, Development Variance Permits, Zoning Amendments, Official Community Plan Amendments, Subdivision Board of Variance, and Temporary Use Permits for compliance with planning principles, District policies and regulatory requirements.
Ability to respond to property inquiries regarding development applications, development procedures, development requirements and planning issues.

Working Conditions

This is a unionized position within the BCGEU and is open to both male and female applicants. Salary for the position is currently Grid Level 10 ($29.82 – $33.13 after 1 year) but is under review. Hours of work are typically Monday to Friday, 35 hours per week; however, flexibility is required to work evenings and weekends when required. The full job description is available on request.
