Bylaw Compliance Officer – City of Terrace – Terrace, BC

The City of Terrace has a vacancy for an accountable, highly motivated, independent individual with experience in bylaw enforcement and exemplary communication skills to fill this exciting position with our Development Services Department.  This position primarily involves performing various tasks relating to bylaw compliance and enforcement, including dealing with bylaw enforcement issues, issuance of tickets under the Municipal Ticketing Information System and representing the City in Court.  This position also liaises with all municipal departments and the R.C.M.P. to ensure efficient communication and collaboration in dealings with bylaw enforcement.

DUTIES:

Plan, direct and co-ordinate all municipal functions related to bylaw enforcement  and compliance with municipal regulations and relevant Provincial and Federal  Acts;
Receive, investigate and process complaints of alleged municipal bylaw  infractions;
Respond to callouts for the purpose of enforcing and investigating possible bylaw  infractions, including animal control issues;
Deal with the public in a friendly, professional and proficient manner at all times;
Liaise with other City Departments, the RCMP, Court Registry and Crown  Counsel on matters involving City bylaws and infractions and enforcement;
Liaise with the Finance Department to ensure effective and accurate billing,  collection and reporting of tickets and fees;
Issue tickets for bylaw related to regulations and compliance with municipal  bylaws under the MTI Bylaw;
Prepare any necessary Court documents and files and prosecute and/or give  evidence in Court of bylaw infractions on behalf of the City of Terrace, including  preparation of and/or serving documents on behalf of the City;
Monitor the downtown commercial core for bylaw compliance, including winter  snow clearing and parking infractions, as required;
Enforce licencing regulations;
Investigate complaints, patrol, and may assist with the catching and transportation of stray or vicious animals to the Animal Shelter, as required;
Patrol and monitor for seasonal restrictions on water sprinkling, as required;
Patrol and regulate parking and other infractions to the Street and Traffic Bylaw;
Collect dog license fees, issue receipts and ensure the preparation of all  necessary paperwork and monthly reports;
Assist with the Bylaw Enforcement budgeting and effective management of City  resources;
Prepare and maintain such records, reports, and information as may be  necessary;
Evening and weekend work may be required;
Attend meetings, as required;
Other related duties, as required.

MINIMUM QUALIFICATIONS:

Completion of Grade 12;
Minimum of two years’ related experience with bylaw enforcement under the  Municipal Ticketing Information System is considered an asset;
Thorough knowledge of the Community Charter, applicable Municipal bylaws,  Federal and Provincial laws, and Court procedures is considered an asset;
Bylaw Compliance, Enforcement and Investigative Skills Level I and II or courses  related to regulation or enforcement of the public through the Justice Institute, or  equivalent, is considered an asset;
Demonstrated ability to deal tactfully & diplomatically with the public and provide  sound judgement while maintaining the utmost professionalism at all times ;
Demonstrated ability to exercise outstanding customer service, communication,  and conflict resolution skills at all times;
Computer experience, preferably in a Windows environment, with Word and  Excel;
Ability to work independently and to accomplish tasks and assignments;
Ability to deal effectively with employees and co-workers;
Valid Class 5 B.C. Driver’s Licence.
