Deputy Police Chief – City of Charlottetown – Charlottetown, Prince Edward Island

Nature of Work:       This is a professional management position responsible for delivery of both operational and administrative technical police programs.  Regardless of divisional assignment, the Deputy Chief of Police reports directly to the Chief of Police and will provide forward thinking leadership and management of departmental staff in ensuring that policing is delivered in an effective and efficient manner within police guidelines, and to ensure community liaison. This divisional responsibility assigned shall not be construed to establish entitlement to any one position.  The position description recognizes that all employees of CPS who are Police Officers, are required to perform the functions of a Police Officer.

Operations Division–the Responsible for the oversight of Uniform Patrol and will act as the lead with respect to development and implementation of Community Policing initiatives.

The Operations Division includes all front line patrol officers who are often the first and only point of contact for citizens. This division is comprised of four squads responsible for repression and prevention of crime, problem solving, investigation of offences, and apprehension of offenders on a day to day basis. Personnel assigned to this division also have a responsibility to connect and foster community policing initiatives within the broader community.

Administrative & Support Services Division Responsible for the oversight of Major Crime, Communications/Records, Traffic & Support Services and Parking Ticket/Reception.

Administration and Support Services provide direction for the Police Service in areas of technology, investigative and human resource needs to enhance the operational needs and foster the overarching community policing needs of the Service.

Organizational Relationships:

Reports to the Chief of Police
Has the ability to exercise sound judgment and effective leadership functions to motivate, inspire confidence, promote, develop and maintain discipline and sound working relationships with subordinates, superiors, other staff and the public.
Works closely with other department managers and assists with relations to Council through the respective Director as well as through Standing Committees.
Develops and fosters close working relations with various external government agencies, consultants and associated professional and community groups.
Deals with the public with integrity and in a professional and courteous fashion.
As a committed member of the leadership team for the City of Charlottetown, the Deputy Chief of Police provides valuable input for strategic planning to assist the organization in meeting the goals of Council, and acts as a positive role model for all employees throughout the organization in provision of excellent service to our citizens.

Primary Functions/Accountabilities:

Leads, directs, organizes, evaluates and performs supervisory/administrative duties regarding the work of all policing personnel, but in particular the Sergeants and Corporals in their charge as it relates to policing functions including response, enforcement, solving/prevention of crime, referral and public education.
Manages human and material resources of the Police Service, including budgeting and budget control, purchasing and maintenance of equipment, recruiting, training and deployment of members of the Police Service.
Provides leadership and accountability in achieving the goals and objectives of the Police Department.
Assists in the formulation/implementation of policies, regulations, organizational goals and program priorities of the Police Service.
Assists in the directing of the formation of work methods and procedures to be followed by members of the Service; inspects and appraises service activities and personnel; takes necessary steps in modifying police operations to meet changing conditions.
Responsible for participation in the records management system, which includes the requirement to perform file audits with respect to sections under his/her command.
Assists in the planning and supervising of the enforcement of traffic and safety regulations and programs of crime prevention and detection as it pertains to sections under his/her control.
Reviews statistical analyses of calls for service and crime trends with regard to operational procedures; reports on efficiency of operations and efficiency of investigations; participates in the research of alternative approaches to operational procedures.
Provides feedback, coaching and conducts performance reviews on supervisory staff associated to division of responsibility.
Directs, oversees and participates in the development of the Police Service strategic and long range work planning.
Assists in the planning and directing of police training programs; supervises the development and maintenance of an effective program of personnel evaluation.
Effectively participates in Human Resources related processes and makes recommendations regarding the hiring, promotion, assignment and training of subordinate personnel.
Effectively participates in disciplinary procedures and recommends disciplinary measures including suspension or discharge of subordinate personnel.
Responsible for the overall scheduling and deployment of personnel assigned to particular divisions.
Responsible for the investigation of internal matters affecting the Police Service and its personnel and the enforcement of the Code of Discipline.
Assists in the planning, preparation, implementation and supervision of the department budget and control of expenditures.
Acts in an advisory capacity to the Council Committee responsible for policing.
Co-operates with federal, provincial and other local officers in the apprehension and detention of wanted persons and with other agencies where activities of the Police Department are involved.
Responsible for industry liaison, application review and approval with respect to the Taxi Industry and Taxi Bylaw.
Assists in the planning and supervision of police community information programs; attends meetings and other gatherings to explain the activities of the Police Service and to establish favorable public relations.
Respond to major incidents/emergencies as necessary.
As delegated responsible for the overall operation of the Police Service, in the absence of the Chief of Police.
Regularly reports on benchmarks in service delivery.
Performs other related duties as required.

Required Competencies:

Thorough knowledge of the principles, standards and practices of modern police administration and police methods.
Thorough knowledge of the principles and accepted good practices and procedures as applied to patrol, traffic control, criminal investigations, crime prevention, communications and records management.
Considerable knowledge of the functions of federal, provincial and local jurisdictions and authorities as they relate to police work.
Good personal mastery and performance as a team player, with proven ability to role model the behaviours associated with a constructive culture and a commitment to health, wellness, safety and customer service.
Ability to plan, distribute ,and supervise the work of a large number of subordinates performing varied operations connected with police activities, to develop proper training and instructional procedures for those employees and to maintain a high level of discipline and morale.
Ability to function effectively in a diverse and fast paced work environment with challenging and often competing priorities.
Ability to analyze operational and administrative procedures and problems, to evaluate and balance community needs and expectations and to modify organizational procedures to meet changing conditions.
The ability to prepare and present effectively oral and written informative material related to the activities of the Police Service.
Strong organizational, leadership, and conflict-resolution skills.
Ability to effectively communicate with strong writing, presentation, and listening skills that promote understanding and clarity in a respectful manner.
Working knowledge of corporate budgeting principles and the ability to apply financial and budgetary skills.
Demonstrated proficiency with Microsoft Office Suite of programs.
Respond quickly and effectively in emergency situations.

Required Qualifications:

Previous experience in law enforcement which has afforded progressively responsible experience in a variety of police functions, including responsible supervisory police duties in execution of policing strategies with a minimum of seven (7) years at a managerial level, or a minimum of 12 years diversified field experience and training as a sworn officer and/or equivalent.
A minimum of five (5) years of progressively responsible supervisory experience preferably in a unionized environment.
Meet the appointment requirements as established in Section 9 of the Police Act and Section 7 of the Police Act General Regulations.
A post-secondary degree or diploma relating to law enforcement, police administration, or a related field or demonstrated equivalent work experience.
A strong commitment to ongoing professional development.
An equivalent combination of education and experience may be considered.
Must be a Canadian citizen or have permanent residency status
Not have been found guilty or convicted of an offence under the Criminal Code of Canada, the Narcotic Control Act, the Food and Drugs Act, or the Controlled Drug & Substances Act, or if found guilty or convicted shall have received a pardon.
Proof of Valid Drivers License.
Physician’s documentation to verify that health does not impair performance of job duties.
Certification that the applicant has successfully completed Use of Force requirements as per PEI Police Act Training requirements or PARE or COOPER fitness testing within the preceding twelve months.
Must pass security screening and reference checking.
