Lethbridge County is recruiting a Development Officer. Reporting to the Senior Planner, the successful candidate is responsible for processing development applications and agreements, providing interpretation, explanation and guidance to members of the general public, developers and landowners, Administration, Council and related Boards. In consultation with the Senior Planner, this position is responsible for initiating changes, interpretation and enforcement of the Land Use Bylaw. Duties shall be performed in accordance with applicable provincial regulations, statutory and non-statutory regulations.
Duties and Responsibilities
Carries out the duties as a Development Officer as stated in the Municipal Government Act.
Acts as first point of contact for general inquiries and assistance for development information to the public and the development community.
Receives, reviews, analyzes, processes, tracks and makes decisions (approving and denying) on development permit applications for Lethbridge County.
Determines if Development Permit applications are deemed for refusal and prepares the refusal forms based on Land Use Bylaw non-compliance, for review and approval by the Senior Planner.
Processes Compliance Certificate requests.
Prepares all notices and advertisements required for the processing of development permits.
Conducts inspections with regards to development approvals to ensure work is undertaken and complete in accordance with approved plans.
Undertakes and assists with development control and enforcement action where deemed necessary.
Participates in the preparation of Development Appeals and attends Subdivision and Development Appeal Board hearings.
Ensures that Development Permit recipients also obtain all required Building, Electrical, Plumbing, and Gas Permits from the County’s contracted Safety Codes Officers in accordance with the County’s Uniform Quality Management Plan.
Regularly liaises with contracted Safety Codes Officers in the building, electrical, plumbing and gas disciplines.
Liaises with developers, builders and the general public on matters related to development and building.
Fiscal responsibility includes assisting with the collection of fees related to development permit applications.
Prepares and sends applicable correspondence, reports, records and other documentation as directed by the Senior Planner.
Responds to requests for routine planning information – refers more complex land use planning inquiries to the Senior Planner.
Acts in any role that may be assigned by the County’s Emergency Management Team which includes participating in appropriate training and working in the Emergency Coordination Centre as required.
Participates in Lethbridge County’s Health and Safety Program, and willing to perform duties related to Safety.
Performs other support duties as assigned by the Senior Planner.
Post-Secondary degree or diploma, preferably in a related field such as; Land Use Planning, Urban Studies, landscape architecture, geography, or related field, desired.
Incident Command System (ICS) training must be completed within six (6) months of employment.
Two years of relevant work experience.
Experience in Municipal Government is an asset.
Knowledge of Part 17 of the Municipal Government Act and familiarity with the interpretation and application of land use bylaws.
Knowledge of land development and building processes and activities.
Ability to simultaneously manage multiple tasks and work independently to successfully complete assignments.
Ability to communicate effectively verbally, graphically and in writing with all stakeholders.
Good time management and organization skills.

Excellent interpersonal and problem solving skills.
Ability to work independently and in a team setting.
Ability to maintain confidentiality regarding department and municipal matters.
Proficiency in the use of Microsoft Office software products (Word, Excel, PowerPoint, Outlook).
Working knowledge of ArcGIS would be considered an asset.
Valid Class 5 driver’s license.
