POSITION SUMMARY

The Director, Community Housing reports to the Vice President, Asset Management, and is part of the management team which consists of other Community Housing Directors and a staff of Operating Unit Managers. The incumbent will be responsible for the leadership of one of Toronto Community Housing’s housing portfolios, a role which will involve corporate project leadership, change management initiatives, operational planning and budget oversight, development of strategic operational plans, mentorship and performance management of staff, as well as property oversight and community relations. The successful candidate will be a driver of change who inspires and enables teams to re-align people, business process and systems to support delivering support of caring, successful tenancies. The Director, Community Housing performs a wide variety of complex senior duties. Leading a staff team of approximately 250 individuals and overseeing an operating budget of more than $30 million, the incumbent works in collaboration with staff, tenants, politicians, agencies, labour, civic and community partners, acting as a liaison between the directorate and other departments and external partners. In addition to managing tenancy matters, the Director demonstrates the leadership, resiliency and the superior interpersonal skills required to integrate the principles of Toronto Community Housing’s Community Management Plan in the portfolio, performing duties that require considerable confidentiality, initiative, tact, and mature and independent judgment.

MAJOR RESPONSIBILITIES

Quality Housing Services:

Demonstrates commitment to continuously improve quality of service to tenants.
Manages and directs development of enhancements to address continually changing needs and improve the effectiveness of Operating Unit services.
Leads in the area of respectful interaction with tenants and effective management of staff-tenant relations.
Develops and recommends creative and effective strategies, new policies, procedures and improved programs in order to promote quality property management service delivery, tenant satisfaction and foster positive staff – tenant interactions.
Provides expert corporate advisory services on property and tenancy management issues to Toronto Community Housing executive, Board of Directors and the Operations team and provides consultative services and support to business units on matters relating to the effective management of Toronto Community Housing properties and the co-ordination of administration, maintenance and financial services.
Creates an environment in which staff and tenants can provide constructive feedback to each other.

Strong Business and Strategic Leadership:

Directs and leads operations by providing program guidance to the portfolio’s management team.
Oversees a corporate budget of over $30 million. Assists management and business unit leads to develop their community budgets and business plans.
Develops annual and multiyear strategies and plans to achieve operational and strategic objectives as stated in the Community Management Plan.
Responsible for the portfolio’s performance in respect to tenancy management and achievement of established performance targets, including vacancy, arrears, rent subsidy administration, demand maintenance service levels, etc.
Develops strategic and operational frameworks for the continuous evaluation, improvement and optimization of business practices and services, identification of alternative service, delivery mechanisms and costing of service delivery that is competitive with the marketplace.
Develops strategies that increase revenue and/or reduce expenditures in ways which support Toronto Community Housing’s commitment to tenants and asset maintenance.
Develops policy, planning and development strategies related to housing issues as they arise.

Maintaining and Sustaining Assets:

Provides strategic advice on long term property management issues.
Develops strategic approaches to sustain and improve existing assets.
Initiates key internal and external partnerships that support asset maintenance.
Facilitates tenant participation in asset planning and development of community capital priorities.
Identifies and prioritizes critical property management issues and concerns in the annual budget setting process.
Promotes compliance with all applicable by-laws, standards and legislative requirements. Works with Operating Unit management to ensure that all properties meet legislative requirements.

Investment In Tenants and Communities:

Creates an environment that ensures tenant civic engagement.
Supports Operations and Community Health management, tenants and community partners to create a healthy community strategy and promote community safety; children, youth and senior’s initiatives; economic opportunities and anti-racism.
Manages external stakeholder relations that include community agencies and elected officials.
Leads company wide community health initiatives to ensure successful decentralized implementation

Effective Organization & Governance:

Manages a diverse, multi-disciplinary team that includes Operating Unit Managers, Community Health Managers, front-line tenancy administration, health promotion and building staff.
Develops front-line management capacity through coaching and support in achievement of: Community Management Plan objectives and other community initiatives; cost reductions; labour; tenant engagement; and effective relationship building with community stakeholders.
Builds and nurtures an environment that supports staff to achieve business results, provide superb service, lead healthy lifestyles and maintain a safe workplace.
Ensures fair, equitable and respectful treatment of staff and promotes the workplace diversity plan.
Leadership in the development of good labour management relationships.
Demonstrates leadership in a manner that promotes excellence in others.•

KEY QUALIFICATIONS

Your application must describe your qualifications as they relate to:

Post secondary education and/or experience in fields such as property management, operations management, community development or asset management.
Minimum of five (5) years of experience in a senior leadership or managerial capacity in a large institution.
Experience with strategic planning and implementation.
Knowledge of the principles and practices related to the delivery of property management services including legal (Landlord and Tenant Board), human resources, community safety, property maintenance, administration and financial management.
Knowledge of Toronto Community Housing programs, policies and core values, as well as program related legislation, standards and guidelines to promote compliance with applicable by-laws, standards and legislative requirements.
Experience with managing large budgets and knowledge of financial practices and principles.
Proven ability to analyze complex data and develop practical and creative solutions.
Excellent coordination, project and change management and organization skills to manage varied tasks and responsibilities.
Experience in policy, procedure and guideline development and implementation.
Extensive Human Resource management experience.
Experience working in a unionized environment.
Demonstrated initiative to improve service or business results.
Experience in community development with experience in engaging others in planning and decisions.
Familiarity with delivery of quality customer service.
Experience understanding issues that affect those with social and economic vulnerability, diversity of age, race, sexual orientation, culture and ability.
Experience in initiating or promoting economic opportunities, safety, seniors, youth or anti-racism programs.
Demonstrated ability to create strategic relations with tenants, community agencies, civic leaders and other key stakeholders.
Superb ability to create a team and excellent interpersonal skills.
Ability /experience in project management.
Superior listening, dialogue, writing, conflict resolution and presentation skills
