Director of Public Services – Town of Redcliff

Redcliff is a growing community of over 5500 friendly residents, which offers excellent education facilities, an abundance of community activities, a beautiful trail system and well maintained recreation facilities.

The Town is currently seeking an enthusiastic, positive individual to serve the community as our full time Director of Public Services. This position will appeal to the professional individual who is seeking exciting challenges, and a friendly, team-oriented work environment. Reporting to the Municipal Manager (CAO), the Director of Public Services will provide professional leadership and strategic management, with regard to the provision of and delivery of services for the following functional service areas:
Municipal Works
Utilities
Fleet
Regional Landfill

General Responsibilities:
As Director of Public Services, the successful candidate will be a very well trusted motivator and leader with outstanding public relations capabilities. Duties will include:
Directing staff in the department for the purpose of accomplishing the goals and priorities of the department.
Ensures compliance with, and when required, assists in the development of relevant policy and procedure.
Ensures a positive image is portrayed to the public indicating the municipality’s commitment to excellence in service for the residents of the Town of Redcliff.
Plan and manage the ongoing work, activities and resources of all Public Services staff and help manage external public services related contracts.
Responsible for the preparation of the operating and capital budgets for the Public Services Department. This will involve co-ordination, co-operation, and consultation with the Town’s engineering personnel in various capital and operating projects.
Ensures proper procedures are followed and inspections conducted and documented for the purposes of risk management and loss prevention for the Town.
Develop procedure manuals, Standard Operating Procedures (SOP), and technical advice to CAO, Council and Consultants;
Regularly attends meetings of council and committees as requested by the Municipal Manager.
Acts as the “Manager” for the Redcliff Cypress Regional Landfill.
Providing positive contribution to in assisting the management team achieve the organization’s established priorities.
Liaison with and foster positive relations with regional partners and municipal neighbours.
Provide emergency operations management as a key member of the District of Stewart Emergency Operations Management Team.

Qualification Requirements:
5 plus years of progressive technical experience and responsibilities in a diversity of disciplines such as Water, Sewer, Roads, Drainage, Flood Mitigation, Solid Waste, Fleet and Heavy Equipment.
Certification as a C.E.T. (Certified Engineering Technologist) is desirable. Level 2 Public Works Supervisor Certification is also desirable.
Proven experience utilizing standard computer software communication, email, and spreadsheet software programs; other relevant computer experience (preferably in geographic information systems and computer assisted drafting) would be considered an asset.
Experience with and certification in municipal water and wastewater systems is considered an asset.
Certifications related to landfill operations (landfill basics/Manager of Landfill Operations (MOLO)) would be an asset.
Exceptional leadership, project management, and interpersonal communication skills.
Key to being the successful applicant is proven and excellent team building and people skills.
Ability to diplomatically respond to and troubleshoot difficult scenarios with concerned citizens. This includes effective written and verbal communication skills.
Must have a proven track record as self-starter and problem solver.
Proficiency in management, with specific focus on effective accountability systems, within a unionized environment.
Experience with budget development and implementation – operating and capital budgets.

A combination of education and experience may also be considered.

A Clean Criminal Record Check, Drivers’ Abstract and Intervention Record checks are required prior to hire.
