Environment and Climate Change Advisor – Toronto – Plan Canada

Overall responsibility
Reporting to the Senior Manager, Business Development, the Environment and Climate Change Advisor will play an important role in guiding, growing and supporting Plan Canada and Plan’s global capacity and expertise in environmentally sustainable climate change programming, proposal development, thought leadership and policy development for the organization.

Specific responsibilities
In this role, the Environment and Climate Change Advisor will:
Identify opportunities and help grow the Climate Change (including Renewable Energy) portfolio at Plan Canada; provide technical advice to the design of new programs and timely technical assistance for implementation of existing programs; and support organizational capacity building on compliance with environmental sustainability.
This will involve working in a highly matrixed environment, with a range of individuals and teams within Plan Canada and the global organization, to incubate new approaches, provide best practice, and identify ways to grow the organization’s work in the area of Environment and Climate Change while also providing in-house support to strengthen environmental review and assessment capacities, compliance, tools and processes.
The position is based in Toronto, Canada with technical trips to support programming implemented by Plan Country Offices.

Specifically, the responsibilities of the position include the following:
New program design and development (60%)
• Identify and pursue new funding opportunities – including new innovative and blended financing opportunities – to build Plan Canada’s Environment and Climate Change program portfolio, with a focus on Renewable Energy (RE) projects
• Work with Business Development, Corporate team and Technical Team members to contribute to, and coordinate as requested, substantive inputs for climate change/RE programming
• Provide high quality technical input on environmental issues to projects and ensure environmental sustainability is integrated into new proposals designed and supported by Plan Canada
• Apply an explicit climate change mitigation and adaptation lens to Plan Canada’s new program development work
Technical Support and Quality Assurance (30%):
• Lead in the development and revision of key Plan Canada’s policies, management systems and strategies as they relate to Environmental Sustainability
• Provide necessary technical support to Plan Canada and Country Offices to ensure programs and operations are compliant with environmental norms and donor requirements, including environmental assessments that are in compliance with Global Affairs Canada’s Environmental Handbook for Community Development Initiatives.
• Assess the potential negative environmental effects and compliance considerations associated with the rehabilitation and/or construction of physical works
• Integrate environmental considerations into the organizations monitoring framework
• Develop or disseminate toolkits, training manuals and checklists to comply with environmental policies related to projects, particularly for program funded by Global Affairs Canada
• Support development of contracts for environmental assessments and audits, when required
• Liaise with Environmental Specialists within donor organizations, particularly Global Affairs Canada

Thought Leadership (10%)
• Contribute to and/or create policy papers, guidelines, standards and tools related to Environmental Sustainability and Climate Change Adaptation and Mitigation for Plan Canada and/or Plan International
• Link with colleagues at Plan International on Plan’s global climate change strategy
• Lead and/or participate in internal and external events, awareness campaigns at national, regional and international level related to environment and climate change
• Build Plan Canada’s profile, resource pool, partners in climate change programming through targeted outreach, networking and relationship management
• Suggest new partnerships with appropriate research or technical partners to strengthen Plan Canada’s policy and programming work in environment and climate change

Skills, experience,
qualifications
• University Degree, post-graduate degree or equivalent in Environmental Studies/Science, Climate and Energy Management, Environmental Engineering, International Development Studies, or related discipline
• Environmental/Climate Change and Development certifications is an asset
• Minimum 6 years environment and climate change and development related program experience, across diverse sectors and regions in international development; at least 1 of which should have been gained overseas
• Excellent oral and written skills in English and preferably strong written and oral French/Spanish skills
• Excellent computer skills using Microsoft Office (Word, Excel and Power Point) and internet use
• Experience in environmental integration in program design, implementation, monitoring, evaluation and environmental analysis of project data
• Solid grasp of Global Affairs Canada’s approach to Environmental Sustainability and Results Based Management
• Experience in RE and sustainable development trends and opportunities
• Proven track record of skills in proposal writing, and track record of securing proposals
• Awareness of and experience in Climate Change Financing schemes/modalities
• Good familiarity, networking and working relationships with different donors and other partner organizations that work on environment and climate change
• Able to work in a high paced, matrixed team enviornment; pitch in attidude a must
• Ability to work in Canada
• A Valid Passport (expected travel to be 12 weeks per year)

• Strong interpersonal and cross-cultural communication skills
• Demonstrated capacity to mentor and work effectively with others
