Duties
Reporting to the Director of Human Resources, the successful candidate will be responsible for Group Benefits and Pension Plan Administration, as well as the recruitment process for external positions within the eastern region of the District.

The HR Manager is responsible for all  aspects of pension plan administration.  The successful candidate will coordinate the termination and retirement process by determining benefit entitlements, counselling employees regarding their options, and liaising with applicable stakeholders.  This position will also manage pension transfers, communicating information to new hires, and pension buy-back options. The HR Manager will administer the group insurance plan, which includes responsibilities such as benefits enrolment, data audits, continuation of benefits, communicating plan information, and working with the Finance Division to ensure appropriate deductions are made.  The HR Manager will also be responsible for facilitating the recruitment process for the region, which includes developing job postings, sourcing candidates, screening resumes, interviewing and reference checking.

Qualifications
The successful candidate must have strong communication, analytical, organizational, and time management skills. He/she must be self-motivated, able to understand various functional areas, and have the ability to create and maintain effective working relationships with a variety of stakeholders. The successful candidate will have extensive knowledge in the use of MS Excel, HRIS, and other software programs.  Candidates will possess a thorough knowledge of human resources practices and collective agreement interpretation and have experience in recruitment, benefits, and pensions administration. These qualifications would normally be acquired through the completion of an undergraduate degree in business with a concentration in human resources or labour relations combined with recent and relevant experience in a union environment.
