Manager, Human Resources – Cowichan Valley Regional District – Duncan, BC

The Cowichan Valley Regional District (CVRD) is seeking a dynamic and enthusiastic professional to fill the role of Manager, Human Resources. Reporting to the General Manager, Corporate Services Department and working closely with the Chief  Administrative Officer and senior management, the Manager, Human Resources is responsible for the strategic development, implementation, facilitation, and leadership of all matters related to human resources and labour relations for the CVRD.

To succeed in this position you will possess a university degree in human resources management or business administration and have a minimum of six years of directly related experience ideally in a multi-union environment within a regional district. As a preferred candidate you will hold a Certified Human Resources Professional designation (CHRP). An equivalent combination of education, training and experience may be considered. A valid Class 5 BC Driver’s License is required.

You are an innovative leader with excellent knowledge of core and best practices in all human resources areas including payroll, benefits, and workplace health & safety. You are knowledgeable of relevant legislation, regulations, policies, employment standards, collective agreement provisions, strategic planning, and local governments. You possess knowledge and training in effective management techniques, coaching styles and conflict resolution practices and principals, and have a proven track record of building effective teams.
The successful candidate will have a proven track record of providing leadership and strategic direction to an organization on human resources practices and programs and in building and maintaining a high degree of confidence and trust. The ability to organize and manage multiple ongoing tasks, determine priorities and organize workloads to meet specific deadlines and to make difficult decisions based on sound human resources practices, policies and procedures is fundamental to success in this position. Proficient computer, research, writing and presentation skills are necessary.
