PARTNER ORGANIZATIONS
Under the program, “Improving Capacities for Sustainable Economic and Social Growth through Innovation” ACCESS INNOVATION (PAI), all of Oxfam’s partners in the country of assignment receive support on the development and management of projects. They are primarily civil society organizations. The current partners are Asala, Dalia Association, Rural Women Development Society, YMCA, YWCA, Palestinian Working Women Development Society, Teacher Creativity Center.

JOB CONTEXT
The PAI is funded by the Canadian Government through Global Affairs Canada (GAC) and is implemented by Oxfam-Québec in 11 countries. The central approach of the program is based on the assignment of Canadian (or Canadian permanent resident) Technical Advisors in countries of intervention, in which their mandates are to increase the technical, administrative and financial capabilities of local partner organizations. Support provided should enable partners to innovate and generate sustainable changes in their environments in terms of economic growth, food security, gender equality, good governance and environmental sustainability. The program furthermore focuses on the development of models and innovative intervention approaches through a process supported by a network of Canadian partners, composed of recognized civil society organizations, research institutes as well as socially-responsible private companies.

The program emphasizes economic empowerment and access to decent work for women and youth in vulnerable situations. Oxfam and its partners are working to accomplish these objectives by implementing new strategies of employability and economic integration of women and youth (in particular through technical and vocational training) and promoting new business models (including social entrepreneurship) adapted to the local context.

Among their organizational capacity strengthening priorities, partners have noted the need for help in developing and updating their communication plans, fundraising strategies, and media relations strategies, providing strategic support and training in the management of their online presence (social media, website, newsletter), and training in audiovisual production and content development.

A long-term Oxfam Communication Advisor is already assisting the six partners, as well as providing general communication support to Oxfam in OPTI. Given the scope of the mandate, a short-term Communication Advisor is required to support specific communication needs in the country.

JOB DESCRIPTION
Under the responsibility of the PAI Coordinator in the country of intervention, and in close collaboration with the long-term Communication Advisor and Oxfam colleagues (in-country, regional, Oxfam-Québec headquarters), the short-term Communication Advisor performs his/her mandate to ensure the achievement of program results by providing support to partners in his/her fields of expertise.

The position will be based in Ramallah in the office of one of the partners (Dalia Association).

In accordance with the policies, standards and procedures of Oxfam, the short-term Communication Advisor undertakes the following responsibilities:

Communication Plans :
Support the development or updating of communication plans of partners, including the Dalia Association’s communication plan and at least two more to be determined among the following: Asala, TCC, RWDS, YMCA, YWCA.

Online Fundraising Strategic Plan :
Develop with Dalia Association an online fundraising strategic plan which includes an online communications and fundraising audit reviewing all online communications and fundraising systems and determining which systems can realistically be used or upgraded given the resources available.

Online presence management :
Provide day-to-day guidance, training, support and ideas in strategic thinking, use of tools, content development and online analytics enabling Dalia Association and other partners to have a meaningful and efficient online presence (website, social media, newsletter) serving the objectives of their campaigns, communication plan and/or online fundraising strategic plan.

Public Relations and Media Relations :
Provide day-to-day guidance, training, support and ideas in the strategic thinking, use of tools and content development enabling Dalia Association and other partners to strengthen their public and media relations in order to serve the objectives of their campaigns, communication plans and/or online fundraising strategic plan.

PAI development :
Assist the long term Communication Advisor in identifying and developing new areas of intervention, initiatives, projects that serve the objectives of the PAI.

REQUIREMENT AND QUALIFICATIONS
Status : Be a Canadian citizen or have Canadian permanent resident status

Education :

University degree in Communications,
Public Relations or any other relevant field.

Work experience :
At least three (3) years of relevant experience in the field of communication strategy and content development (Public Relations, Media Relations, communication planning, online fundraising, social media management)
Experience working in a multidisciplinary team
Work experience abroad and in the country: International development work experience (an asset)

Specific skills for this position :
Writing Communication Plans
Demonstrated capacity to use a wide-range of tools to strategically manage an online presence (CRM, CMS, Newsletter, Facebook, Twitter, crowdfunding, etc).

Design and adaptation of communication tools
Data Processing : Mastery of Microsoft Office 2010 (Word, Excel, Outlook and PowerPoint), Skype, Facebook, Twitter. Ideally a good command of Google Analytics, CRM software, Email Communication Software, Online and Mobile Fundraising Software as well as Content Management System.

WORKING CONDITIONS
This is a volunteer position. All monetary compensations are paid in Canada and are not subject to taxation
Monthly allowance based on the cost of living in the country of assignment; 2734 $ CAD. First month of contract, allowance is 4205 $ CAD to cover installation expenses;
Travel insurance, life and disability insurance;
Amount for housing: 1300 $ CAD monthly
Round trip flight.
