Comptroller – Cowichan – Duncan, BC

Salary Range: $83,844.18 – $98,179.81

Purpose: Reporting to the General Manager, the successful candidate will be responsible for financial reporting, business planning and budgeting, forecasting and scenario analysis, financial accounting and compliance, performance measurement and controllership functions for the Cowichan Tribes organization.

Responsibilities:

Leads and manages a team of reporting management and staff, the incumbent provides controllership functions within established policy, Chief and Council directives and goals, legislation, guidelines, financial plans and budgets
Discusses, presents, and provides information and reports to the General Manager and Chief and Council with accurate reliable financial information and recommendations; participates in special projects and provides senior level financial expertise and input as assigned
Provides leadership, oversight and acts as a financial advocate for the Cowichan Tribes Financial Administration Law to ensure all legislative and legal requirements are met; reviews and approves monthly and quarterly financial statements and related adjustments prior to presentation of Chief and Council; oversees and manages cash management and investment strategies
Leads and manages Cowichan Tribes finance related information system and related projects as a process and system owner and user
Collaborates with center, department, and program managers as well as Cowichan Tribes committees and band-owned companies on common financial and accounting issues
Sponsors and oversees the year end audit process in accordance with established policies and practices and reviews auditor’s reports and prepares recommendations for changes and actions to correct problem areas or deficiencies
Researches and analyzes best practices, emerging financial analysis, control, costing and other developments and innovations, financial trends, applied technology and process change via external networking and conferences
Prepares, manages and controls Finance Department financial plans, budgets and expenses

Required Education and Experience:

Undergraduate degree and a recognized professional accounting designation is required
Minimum 5 years of progressive financial and management control, planning, policy and strategy development experience in a complex multi-department organization is required

Required Skills, Knowledge and Abilities:

Strong knowledge and understanding of process and change management, project management, financial planning and control processes and methods
Excellent oral, written, presentation and interpersonal communication, business and financial analysis skills
Thorough knowledge of Cowichan Tribes business and management operations is desirable
Thorough knowledge of the Indian Act and related financial provisions is preferred
