Finance Officer – Taku River Tlingit First Nation – Atlin, BC

WAGE:     $65,000 – $80,000 annually, dependent upon qualifications
STATUS:     Permanent Full-Time Position in Atlin British Columbia

JOB SUMMARY

Reporting to the Chief Administration Officer, or Designate, the Finance Officer is responsible for ensuring preparation of sound and reliable financial records and reports and completion of related responsibilities in an efficient and timely manner. In addition to bookkeeping, accounting and reporting responsibilities, the successful candidate will: supervise finance staff; ensure that effective financial policies and procedures and controls are followed; make presentations to Clan Directors Council.

MAIN DUTIES

Preparation of monthly and quarterly reports, with budget to actual comparisons and explanations.
Preparing budget allocations, financial reports and financial proposals for Government departments.
Bookkeeping and accounting duties to ensure timely and reliable financial records and reports including: entry of budgets; month-end adjustments; reconciliation of bank statements, credit cards, receivables and other accounts; recording and collection of receivables; data entry duties as required.
Supervision of finance staff (currently 2) and assisting as required, including allocation, assignment and effective and efficient completion of tasks, e.g.: payables and payroll are correctly recorded, remitted and paid in accordance with policies and sound/effective controls on timely basis.
Control, oversight and monitoring of Contribution Agreements, proposals, budgets and reports.
Review and approvals of PO’s, travel requests and claims, payments and payroll.
Performance of proofs/reconciliations.
Determination of payables to be paid and coordination of payments.
Ensuring appropriate control procedures are implemented and followed in all processes.

CAPACITY BUILDING

As described, initially the Finance Officer’s duties will be responsible for effective and efficient recording and reporting of financial results. TRTFN will engage, as required and depending upon skill sets of Finance Officer, a consultant to complete and/or assist with completion of Senior Financial Officer duties as:

Making recommendations for adjustments and advising on corrective measures for variances.
Preparation and updating cash-flow reports and annual entity budget.
Providing up to date program’s financial status and making recommendations to Leadership, Administration on existing systems to ensure that the services meets the needs of the programs.
Implementing, updating and monitoring sound financial control systems for all facets of operations.
Interacting and liaising with banks and other financial agencies by reviewing bank statements, applying for a line of credit when required.
Co-ordinating the year-end audit with the TRTFN’s Finance and Audit Committee.
Preparation of year-end files and follow up on recommendations from the auditor.
Reviewing and administering salary increases for employees, recommended and implemented by Managers, ensuring that increases are within budget and are realistic.
Completion of performance appraisals and Finance Staff career plans and training programs.
Developing skills and professional expertise for position.

EDUCATION AND EXPERIENCE

Successful completion of two years of an acceptable post-secondary program in accounting, or finance, or business administration, or commerce or some other specialty relevant to the position. Experience: working with First Nations; SAGE 50 (Simply); maintained sound financial records; Contribution Agreements and program reporting. Supervisory and AccPac experience beneficial.
