Chief Administrative Officer – Legacy Bowes Group – Thompson, MB

Our client, Tataskweyak Cree Nation is currently looking for a qualified Chief Administrative Officer.

Located between Thompson, MB and Gillam, MB, Tataskweyak Cree Nation (TCN) stretches over 49,000 acres and is home for approximately 2,300 people. This vibrant community is lush in nature, culture, community, and heritage.

Based out of Thompson, MB, the CAO will be responsible for all administrative and financial activities and will provide professional leadership and direction to the management team. This role will provide recommendations to the council on matters relating to the administrative and financial affairs of the First Nation, work closely with the Chief, Council, and the management team to develop a compelling vision and strategy, and engage the organization to deliver the highest caliber of services to the community.

Responsibilities:

Lead the development of a long-range plan for the operation and continued success of the community.
Develop and implement a process for preparation of annual capital and operating budgets.
Monitor, control, and authorize spending within the limits of the approved budget and authority delegated by Council. Present any expenditure in excess of budget or any new budget items, along with supporting documentation, for Council approval.
Advise Council on strategy and policy with respect to economic development for the community.
Recruit, develop and evaluate all management staff. Approve the appointment, demotion, transfer or dismissal of TCN employees, as well as compensation administration, within established personnel policy and budget guidelines. Ensure that TCN has a comprehensive human resource management plan to attract, develop, and retain qualified staff.
Respond to public enquiries, media requests for information or complaints with regard to department activities, following approved policy and procedure.
Establish and maintain relationships with federal and provincial government departments with respect to matters of the community.

QUALIFICATIONS

Post-secondary degree in Commerce, Public Administration, Business Administration or related discipline
Professional designation: CGA, CMA, CPA, CA

SKILLS & ABILITIES

Knowledgeable of provincial and federal funding agencies and legislation regarding band funding agreements would be an asset
Ability to work under pressure to meet deadlines and maintain strict confidentiality
Must be organized, a self-starter, and a team player
Exceptional understanding of strategic planning, finance, human resource management and operations in a multi-faceted organization
Demonstrated ability as a politically astute, visionary leader and as a solid decision maker with exceptional ethics, values, and integrity
Skilled in people management and communication
Minimum 10 – 15 years of progressively responsible roles in public and/or private organizations
