Manager of Procurement – Cariboo Regional District

The Cariboo Regional District is seeking a candidate to fill the position of Manager of Procurement. This position will be situated in Williams Lake, British Columbia, a thriving community with all major amenities. The Regional District is known for its agreeable climate and a vast array of outdoor recreational opportunities.

As a member of the Regional District’s management team and reporting directly to the Chief Administrative Officer, the incumbent will be responsible for the design, development and implementation of best practice sourcing, contracting and procurement processes and procedures and be responsible for ensuring compliance with policies, processes and procedures.

The Manager of Procurement will act as a subject matter expert in sourcing, contracting and procurement; work with other departments as an internal business partner to support the achievement of their business goals and objectives while promoting and ensuring the utilization of sound procurement practices; manage staff involved in procurement activities; lead the development of sourcing strategies and oversee competitive bid processes, supplier evaluations and contract negotiations; act as Chair of the bid evaluation committee and ensure the integrity of the competitive process; create, manage and maintain contracts for materials and services; manage Regional District facilities; understand all aspects of commercial terms and conditions (such as finance, legal and insurance), and ensure compliance with Trade, Investment and Labour Mobility Agreement and other regulations.

Preference will be given to applicants with the following qualifications:
A degree in Commerce, Accounting, Business or related field or at least 5 years of Procurement related experience;
Certified purchasing manager or other professional procurement certification is a plus;
Strong verbal and written communications skills;
Ability to prioritize in a fast paced environment; and
Proven management and supervisory skills, together with a proven record of working successfully in a political environment.
