Project Manager – BC Transit – Victoria, BC

BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.

This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.

Responsibilities:

BC Transit is seeking an individual to manage the JDE financial Stream of the ERP Program for a period of at least two years. They are responsible and accountable for the management and delivery of assigned projects including: development of scope, cost and schedule, risk analysis, resource assignments, project communications, quality control, change management and complete oversight of assigned projects.

This role is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
This role is also responsible for eliciting, analyzing, documenting and validating the business needs of project stakeholders, whether they are customers or end users. This includes interviewing stakeholders, and gathering and compiling user requirements to convey to development teams throughout the software lifecycle.
Developing detailed project plans and schedule for higher level program activities.
Knowledge of accounting systems is preferred for this specific role
Tracking project team efforts and ensuring the accurate recording of both progress and time expenditures.
Managing the efforts of external contractors and ensuring that they deliver on time, on budget and to a designated level of quality.
Assisting external contractors in obtaining the information that they need from internal stakeholders.
Working with internal and external stakeholders to ensure that their needs or concerns are satisfied.
Leading and documenting group discovery sessions and facilitating the gathering of requirements for functionality and data.
Preparation of reports, as necessary, and updates to Senior Managers and the Capital Project Budgeting Committee, user business areas and other stakeholders in relation to the planning, implementation and progress of projects.
Preparing and review of project legal documents (contracts, agreements etc.) and assurance that such documents are completed and signed, and they fulfill the corporation’s interests.
Preparing status reports and presentations for the program manager and other BCT managers.
Developing process and procedures for applications.
Guiding the development of training materials.
Guiding and documenting system configuration choices.
Documenting terms, business policies and business rules.
Leading the preparation of Request for Proposal and/or tendering efforts required for projects including defining purchasing deliverables and applicable terms and conditions.
Creating and executing project work plans and revising as appropriate to meet changing needs and requirements.
Maintaining regular and effective communications with suppliers and ensuring prompt and effective resolution of scope, relationship or project issues.
Identifying and managing issues and risks to the completion of projects and the preparation of recommendations for resolution, or corrective action.

Background:

Experience in working with BC Transit business units is preferred. The preferred candidate will have experience working with a variety of business users in a variety of business areas and in working in a transit related organization.

Testing and assessments may be included as part of the recruitment process.
This is an Exempt position, Monday to Friday position plus on call availability.
