Regional Financial Manager – BC Transit – Victoria, BC

BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.

This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry, and cruise ships.

Reporting to a Senior Regional Financial Manager, the Regional Financial Manager is responsible for the management and delivery of current and future budgets for assigned transit systems within BC and/or BC Transit departmental business units. As a key financial contact, the position develops annual budgets, assists in preparing multi-year budgets, assists in quarterly forecast process and monitors expenditures.

Key Accountabilities:

Plans and organizes the development of annual budgets, multi-year budget projections, revenues and operating expenditures for assigned transit systems and/or departmental business units within BC Transit; provides statistical and financial information for reports for submission to local governments, other internal departments and the province.
For assigned transit systems and/or departmental business units, provides detailed financial analysis, and provides support and guidance to business unit owners in forecasting process; monitors monthly expenditures and assesses budget variances; liaison with business unit owners on financial trends and issues and recommends options and solutions; maintains a detailed audit history of all budget adjustments.
Performs long term financial planning activities to support strategic planning and funding decisions; participates and supports the three year budget process; prepares and/or supports expansion budgets process; develops long range financial models, forecasting techniques and improvements for better efficiency.
Leads or participates in work teams to address assigned financial projects; develops project frameworks and prioritizes requirements; monitors work to ensure projects are on schedule, within scope and on target with expected deliverables; resolves project problems and issues; participates in corporate financial assessments, such as the business continuation process, risk management, financial standards development and the design of the budget/forecast information system.
May be required to support the Request for Proposal process for the selection of an operating company for contracted transit systems; reviews cost submissions; participates, as a team member, in financial negotiations with operating companies.
Creates and develops improvements to financial management practices, processes, systems, budgeting methods and internal controls to improve efficiency and consistency; participates in Service Change Committee meetings to review transit system delivery plans and financial implications.

Qualifications:

Education and Experience:

This position requires a degree in Commerce or Business, or a related discipline, and/or completion of the 3rd year of the Chartered Professional Accountant program, and 3 years of financial management or budgeting experience, or an equivalent combination of education and experience.

Technical Requirements:

Ability to develop, monitor and evaluate annual and multi-year budgets.
Ability to apply accepted financial management principles and practices, including financial controls and audit standards, to financial planning and analysis.
Ability to resolve financial issues through the application of rules of financial management, financial ethical criteria and financial standards and policies.
Ability to provide effective financial management advice on contracts, budget submissions and financial administration procedures.
Research and analytical skills to review and make enhancements to financial planning and reporting systems and processes.
Planning and coordination skills to manage the financial aspects of regional operating agreements and prepare long-term financial plans.
Communication and interpersonal skills to build and maintain effective internal and external relationships; presentation skills to effectively convey complex financial information.
People leadership skills to direct reporting staff and as a member of the regional transit management team.

Must be available on call 7 days a week.
