SUPERVISOR:     Chief Administration Officer/Clan Directors Council
WAGE:     $70,000 – $80,000 year, dependent upon experience, knowledge and suitability
STATUS:     Permanent Full-Time Position in Atlin British Columbia

JOB SUMMARY

Reporting to the Spokesperson, the Senior Financial Officer is responsible for tracking the Taku River Tlingit First Nation’s financial resources.  Responsible for implementing and monitoring financial control systems in accordance with the Financial Administration Law, co-ordinating annual audit requirements, budget preparation and forecasting, providing financial expertise to the Clan Directors and Spokesperson through the Finance and Audit Committee.  Keeping the Finance and Audit Committee and Clan Directors informed on any budget variances that occur.

MAIN DUTIES

Preparing budget allocations, financial reports and financial proposals for Government departments.
Reporting variances and making recommendations for adjustments and advising on corrective measures.  Preparing monthly financial statements for Leadership decision making purposes.  Preparing quarterly financial reports to Leadership, providing up to date program’s financial status and making recommendations to Leadership, Administration on existing systems to ensure that the services meets the needs of the programs.
Implementing sound financial control systems for accounts payable, accounts receivable, payroll and the General Ledger.  Delegating and assisting when required the completion of cheque requisitions, payroll deductions, remittances are forwarded to WCB, Great West Life and Standard Life and Revenue Canada.  Supervising payroll data entry and reconciliations.  Monitoring finance clerks accuracy in maintaining and updating financial control systems.
Approving cash flow requests from managers by examining all pertinent data to ensure the requests are accurate and justified.  Checking that proper procedures are followed in purchase order usage, monitoring travel claims and advances, providing monthly income and revenue statements.  Interacting and liaising with banks and other financial agencies by reviewing bank statements, applying for a line of credit when required.
Co-ordinating the year end audit with the independent auditor and TRTFN Administrator.  Ensuring that all ledgers, files and any other financial records are in order, following up on recommendations from the auditor, by reviewing, analysing and evaluating the process and reporting any discrepancies, making recommendations to improve efficiency of the system.
Reviewing and administering salary increases for employees, recommended and implemented by Managers, ensuring that increases are within budget and are realistic.
With TRTFN Administrator, reviewing all supervised employees performance appraisals to ensure that the assessment and performance criteria are met, identifying career paths and work related training needs are developed and implementing career plans and training programs to develop employees skills and promotional opportunities.  To be responsible for developing own skills and professional expertise for the position.  Making recommendations for staff training to TRTFN Administration.

EDUCATION AND EXPERIENCE

Successful completion of two years of an acceptable post-secondary program in accounting, or finance, or business administration, or commerce or some other specialty relevant to the position. Experience working with First Nations.
