Director of Engineering and Operations – District of North Cowichan – Duncan, BC

The Municipality of North Cowichan (population 30,000) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria.  Our communities of Chemainus, Crofton, University Village (Duncan) and Maple Bay are home to a multitude of artistic, cultural and outdoor recreational activities. The Municipality is seeking a results oriented professional who is passionate about improving service delivery and public service. This is a senior management position reporting to the Chief Administrative Officer and a key member of the Municipality’s management team.  Preferred candidates will be forward-thinking leaders able to work on their own initiative with a proven track record of success in the delivery of highly complex technical services and projects.

The position is responsible for providing advice on the planning and operations of the Municipality including, but not limited to: engineering services (e.g. development engineering, project management, environmental services, GIS) and operations (e.g. roads, water, sewer, garbage/recycling, facilities, drainage, fleet management, emergency management) including risk and asset management.

Required Skills, Qualifications, and Abilities:

The incumbent must be a Professional Engineer (P.Eng.) or equivalent.  Full membership in good standing with APEGBC is required.
10+ years of experience as a civil engineer with at least five years in a senior management position, preferably in a local government environment.
Senior managerial and professional engineering experience in local government with extensive practical knowledge of municipal public works and associated risk management and liability issues.
Demonstrated experience in civil engineering, design, inspection of infrastructure and capital works projects with thorough knowledge of methods, material and construction practices, project management and contracts.
Proven ability to develop operating and capital budgets and oversee department expenditures.
Ability to evaluate the effectiveness of the department, and to develop and implement strategic and tactical plans to ensure the department’s effectiveness.
Ability to prepare and interpret comprehensive technical reports, plans, contract documents, statutes, standards and bylaws.
Ability to facilitate development while effectively representing the interests of the Municipality.
Ability to work with, lead, support, and manage the performance of a cohesive team of managers who are responsible to meet the needs of the community in a unified manner with excellent customer service and a high degree of personal initiative.
Strong problem solving skills with the ability to listen effectively and resolve the core issues.
Technical proficiency in computer applications for financial management, project management, word processing, spreadsheets, charts and other analytical tools.
Proven collaborative and interpersonal skills and the ability to communicate effectively with a wide range of individuals and groups including government officials at all levels, businesses, community groups, Council, staff, and individual citizens.
Demonstrated conflict management resolution skills and experience in a unionized environment.
Thorough knowledge of provincial legislation relating to municipal services.
Exceptional written and verbal communication skills.
Valid Class 5 BC Driver’s License, a satisfactory current driver’s abstract and a personal vehicle.
The position may be physically demanding; candidate must be able to successfully perform all duties associated with the position.  A medical certificate attesting to suitability for this position may be required.
