The Municipality of North Cowichan (population 30,000) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria.  Our communities of Chemainus, Crofton, and Maple Bay are home to a multitude of artistic, cultural and outdoor recreational activities. The Municipality is seeking an experienced professional to fill the role of Manager of Engineering. Reporting to the Director of Engineering & Operations, the position will have a broad range of duties associated with supporting the administration of the Engineering and Operations departments including: design for streets, road drainage, sanitary sewer works, storm sewer works, water works and other civil works for municipal capital projects, as well as review and approval of municipal and private works associated with subdivision and development of private lands. The successful candidate must have a general understanding of physical sciences, mathematics, hydrology, hydraulics, strengths of materials and engineering geology and surveying. Deployment to other duties may be required from time to time.
 
Job Duties:

Manage a team of engineering staff.
Design of capital projects including contract documents. Capital projects may include road improvements, watermains, storm and sanitary sewer as well as special projects.
Assist in the preparation of the capital construction and maintenance budget.
Review major subdivision, rezoning and development permit applications, and make recommendations to the Director of Development Services and the Approving Officer regarding infrastructure upgrades and servicing requirements.
Review design and construction approval drawings for subdivisions and industrial, commercial and multi-family developments.
Review and approve development reports and referral comments prepared by engineering staff.
Approve municipal works and services for private developments.
Attend relevant public meetings and hearings.
Supervise the work of consultants on major capital projects.
Responsible for the preparation and updating of municipal engineering standards and specifications.

Requirements:

Standing as Professional Engineer, preferably registered in BC, with a minimum of ten (10) years’ experience in municipal and civil engineering work.
Strong project management skills and the ability to deal effectively with the general public and development community.
Demonstrable ability to manage in a unionized environment.
Proficient in using Microsoft Office programs.
Demonstrable innovative problem-solving abilities.
Superior communication skills, including outstanding oral presentation and report-writing skills, in order to establish and maintain effective working relationships with staff, senior management, Council and members of the public.
Possession and maintenance of a valid Class 5 B.C. Driver’s License; a satisfactory current driver’s abstract will be required.
The position may be physically demanding; candidate must be able to successfully perform all duties associated with the position.  A medical certificate attesting to suitability for this position may be required.
