Policy Analyst – Tsawwassen First Nation – Delta, BC

Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. on the Southern Georgia Straight, 30 kilometers south of Vancouver. In 2009, the Tsawwassen First Nation Final Agreement came into effect – being the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process.

TFN currently has an exciting opportunity for a qualified Policy Analyst to assist in the implementation of the treaty. This position is responsible to the Director of Public Services in supporting the day to day operations of the Tsawwassen Government.

Specific Responsibilities

Undertake strategic policy analysis and support implementation of government policy, regulation or legislation.
Assist in the development of annual Service Plans and 5 year strategic plans, TFN’s annual report, and in undertaking program or policy reviews as required.
In conjunction with other departments, facilitate the development of TFN regulations, policy and procedures.
Support TFN government’s compliance with its legislative framework and assist or lead program evaluations.
Assist with the interpretation and implementation of the TFN Final Agreement, Side Agreements, Tsawwassen Laws, regulations, and other important documents.
Research information on government related activities and politically sensitive issues, identifying and, where appropriate, preparing policy memos with strategic analysis and recommendation on significant developments.
Assist in the management of TFN’s intergovernmental relationships and liaise with other levels of government.
Facilitate and support TFN’s formal consultation bodies for Members and Non-Member Residents.
Gather information, analyze and prepare reports and materials for the other departments for presentation to Executive Council and other governments as required.
Prepare briefing notes for elected officials and senior management in advance of meetings with various government officials.
Contribute to government communication including media campaigns, publications, web management and any related communications products.
Assist other departments in the development of grant applications that support TFN’s overall programming initiatives and identify programs and grants accessible by individual Members.

Qualifications

Undergraduate degree in public administration, public policy, political science or related field. Post Graduate degree in public policy or public administration is preferred.
Three to five years related experience, or the equivalent combination of education and experience.
Working knowledge of the functions and interactions of the various levels of government including federal, provincial, Treaty First Nation and municipal. Specific knowledge of the BC Treaty Process and modern Treaties is considered an asset.
Knowledge and experience working with First Nations communities and governments – familiarity with the activities and culture of TFN is considered an asset.
Excellent written and interpersonal communication skills. Ability to write technical and theoretical briefing notes.
Capacity to respond quickly to changing demands and priorities under tight deadlines.
Ability to exercise good judgment, tact and diplomacy.
Ability to undertake and analyze quantitative and qualitative research.
Interest in public affairs and public policy.

Salary will be commensurate with qualifications, and includes a comprehensive benefits package with employer matched pension plan.
