Planner – Development Services – Thompson-Nicola Regional District

Headquartered in the City of Kamloops, the TNRD provides a wide range of local government services to a population of 130,000 located within its 11 diverse municipalities and 10 electoral areas.

The Role:
The TNRD is seeking a knowledgeable, experienced and driven individual to fill the position of Planner. The Planner reports to the Manager of Planning Services with daily activities including managing and administering a broad variety of land use applications, including OCP, rezoning, subdivision, Agricultural Land Reserve, MHP, variance, development permit, first nations matters, and a wide range of referrals, all to ensure accuracy & efficiency.

As part of a team, the Planner is also responsible for conducting long range planning for ten Electoral Areas and on contract for select municipalities. Tasks include completing various project development initiatives based on research, analysis, project evaluation and assessment pursuant to supervisor direction, TNRD policies, bylaws, and provincial legislation. The Planner also provides planning advice and land use information to a variety of stakeholders, including: public inquiries, property owners, developers, elected officials, and other government agencies by verbal communication or preparing written letters, reports, bylaws, policies, presentations, and maps.

You are an experienced professional with:
Required Education/Experience
A Master’s Degree in Community or Regional Planning, Geography or related discipline and a minimum of four years of experience in the role as a Planner. An equivalent combination of education and experience may be considered
Experience must include current and long-range planning in a local government setting and/or experience in ALR and agriculture related planning
Certification with the Planning Institute of British Columbia (PIBC) or Canadian Institute of Planners (CIP)
Class 5 Driver’s License

Required Skills and Abilities
Demonstrated knowledge of relevant local, provincial and federal legislation, divisions of authority, and the ability to navigate the legal context
Advanced knowledge of philosophies, principles, practices & techniques of planning
Advanced knowledge of the rezoning process including experience in structuring, directing and evaluating consultant studies and writing reports summarizing complex issues and making sound recommendations
Demonstrated teamwork, facilitation, project management and communications skills, together with considerable skill in collaborative decision making, negotiation, interestbased problem solving, and demonstrated ability to achieve multiple projects within defined timelines are essential.
Successful experience in dealing with diverse interest groups.
Intermediate knowledge of principles, methodology, practices of research and data collection
Intermediate knowledge of environmental planning issues, implementation strategies and management practices
Proven ability to demonstrate sound judgement and risk analysis
Demonstrated ability to assess social impact of proposed projects and developments
Demonstrated ability to assess legal impacts of proposed developments in relation to laws/bylaws
Demonstrated expertise in using multiple creative public engagement tools and techniques including public presentations
Excellent oral and written communication skills for negotiating, conflict resolution, and presenting planning reports and projects
Advanced ability to use a variety of computer software applicable to planning, such as Word, Excel, Outlook, Power Point, Tempest, GIS Mapping, image editing, etc.

This position falls under the provisions of the Collective Agreement with the Canadian Union of Public Employees, Local 900. The biweekly salary for this position is $2,399.87 to $2,787.92.
