Program Manager – Toronto – Plan Canada

Overall responsibility
Reporting to the Senior Program Manager, the Program Manager will manage a portfolio of grants, to ensure effective management and quality implementation.
The position will be based in either the Toronto or Ottawa office of Plan Canada and requires frequent travel (up to 40% of the time) to Plan field offices.

Specific responsibilities
• Collaborate with Technical Advisors/Compliance Managers to develop project implementation plans and ensure smooth start-up and/or extension of existing projects as appropriate
• Monitor assigned projects to ensure adherence to donor agreements, project management plans and financial systems; visit project sites as required
• Support Plan field office staff to formulate, review and revise annual project work plans/budgets, rollout M&E and gender equality tools/systems, including periodic evaluations
• Maintain regular communications with Plan field offices and donors to ensure quality implementation of projects
• Work collaboratively with Compliance Managers to review and oversee project budgets, forecasts and donor financial reports (including variance analysis)
• Work collaboratively with Technical Advisors to review and support preparation of donor reports in accordance with Plan and donor compliance requirements
• Network with key stakeholders, including relevant ministries and other NGOs /CSOs as appropriate
• Contribute to the development and maintenance of systems/tools to improve efficiencies within projects and ensure best practices in program management
• Participate in the development of funding proposals as required
• Provide support to other projects as needed

Skills, experience,
qualifications
• Master’s degree in relevant area and/or equivalent work experience (an undergraduate degree in combination with qualifying experience may be accepted in lieu of an advanced degree)
• A minimum of 5 years’ experience in international development and program management
• Exceptional oral and written communication skills in English and Spanish
• Proven computer skills using Microsoft Office (Word, Excel and Power Point), MS Project and internet use
• Exceptional skills in building productive working relationships with colleagues, field offices, donors and other partners
• Proven track record in program management including participatory planning, report writing and financial management
• Ability to travel internationally up to 40% of the time to project implementation areas, some of which may be in remote locations (valid passport required)
• Ability to review, analyze and synthesize information to produce high quality project documents (including donor reports and communication materials)
• Ability to support preparation of funding proposals as per donor requirements
• Strong interpersonal skills to work effectively in a collegial manner and promote a collaborative working environment
• Excellent presentation and workshop facilitation skills
• Self-driven and proactive in problem solving and risk mitigation
• Appreciation of diverse working cultures, and commitment to gender equality and inclusion
• Understanding of donor compliance requirements, including government donor agencies such as Global Affairs Canada, multilateral agencies (UNICEF, World Bank, etc), and charitable organizations / foundations preferred
• Familiarity with Results Based Management (RBM), data analysis, rights-based programming, and gender-sensitive programming very desirable
• Experience working in a multi-stakeholder and/or consortium environments would be an asset
• Ability to establish priorities in a time-sensitive environment, meet deadlines, and ensure high quality deliverables i.e. with a strong attention to detail
• Ability to demonstrate flexibility and adapt to change in timelines/priorities
• Proven track record in delivery of complex programs, with multi-country programming an asset
• Ability to work in a team environment and independently
• A strong work ethic coupled with tact and diplomacy
• Personal values consistent with those of Plan International’s corporate values
